Hernandez is the second suspect charged in relation to the fatal double shooting.

Shortly after the shooting, police arrested 24-year-old Hyattsville Jose Luis Rodriguez-Nunez after a Hyattsville city police officer tried to pull over a car believed to have been involved in the shooting. Two men ran from the car, and the officer was only able to capture the driver, Rodriguez-Nunez.

Police continue to investigate the homicide.
