Tartaro Outlines City Staffing Priorities

Hyattsville Mayor calls for reorganization of city Department of Public Works, but says first priority for City Council should be 2013 budget, then city administrator hire,

There won't be any major until the City Council has approved the fiscal year 2013 budget, according to Once that happens, Tartaro would like to see the City Council tackle the top vacancy in the city staff: the city administrator. 

"My goal right now is to get the HR person on board, , through March and April, and then, the moment we have the budget passed, then the council will really reflect on what the role of the city administrator is and what they'd like to see in a city administrator," said Tartaro in an interview on Friday afternoon. 

But Tartaro said that the addition of for the city likely means that the job description for the needs to be changed. In the same vein, Tartaro said that the necessity of an may now be diminished.

"What is the role of the assistant city administrator? Or do we need one?" Asked Tartaro rhetorically. "This whole conversation is driven by the fact that the city administrator and the assistant city administrator position both had HR responsibilities."

Tartaro also , but said that any such moves would likely have to wait until after the next year's budget was approved and after the city fills the city administrator vacancy. 

"Yes that's on the table," said Tartaro. "Again, that needs to happen probably after we get going on the hire for the city administrator and getting the budget done."

Tartaro said that moves to reorganize the Department of Public Works would probably be deal with in anticipation of the fiscal year 2014 budget. 

"Looking at the DPW is something that is of paramount importance," said Tartaro. "The fundamental question with DPW is mission, and how do they do their job. We need to do a reappraisal of the whole department…whatever the results of that are will be reflected in the following FY14 budget."

Patrick J. Ryan, director of the Department of Public Works, was contacted late in the business day on Friday afternoon for comment. He was unavailable to answer questions, saying that he was on his way out of the office for the weekend.
